About the Author
Andrew Hurrell is Montague Burton Professor of International Relations at Balliol College, University of Oxford. He has written extensively on international institutions and governance at both the global and regional levels and on the role of major developing countries in contemporary international relations. Previous publications include: co-editor with Ngaire Woods, Inequality, Globalization and World Politics (1999); and co-editor with Rosemary Foot and John Gaddis, Order and Justice in International Relations (2003).

A necessary, yet disheartening investigation

The optimistic believer in global governance is likely to feel crest-fallen after reviewing this detailed analysis. That is so because this feasibility study of various aspects of worldwide political cooperation regularly ends up in enumerating their dilemmas, quandaries and predicaments. This extensive work is based on an exhaustive list of references and the detailed probing of every aspect of "liberal solidarism" of the global civil society. You read about the present, anarchical world of nation-states, the contrast between national pride as against submitting to global governance, and their chances of preventing war, violence, and inequality among nations. Historically, you learn about Grotian international law permitting just wars and about the Hobbesian demand for an authoritarian government, both of which are opposed by the Kantian statement "'There shall be no war". If interstate governance is to be deepened, the author correctly feels the need for tribunals, "comitology" (EU committees of specialists) and trans-governmental regulatory networks. Of particular interest are his thoughts about achieving collective security, which rightly should be aided by means of third-party dispute settlements. Whereas the fundamental idea of world security obviously focuses on the prevention of war, we nonetheless are reminded of the Clausewitzian justification of war in self-defense and of the neo-interventionism of the 1990s, which ponders about the legitimacy of waging war in order to correct immoral harm perpetrated by a foreign government upon its population.
Yet, this cursory enumeration barely scratches the surface of this book, an obvious master work that searches through every aspect of the herculean task history places before civilized man of the 21st century. But while Andrew Hurrell obviously believes in the necessity of our entering a post-Westphalian age by means of "liberal global solidarism" - a conviction I share - he leaves the reader with a sense of discouragement. My own sentiments are more confident that such a global political order can indeed be created and that this, in fact, is the timely moment to take the first steps of its implementation. It would begin in the EU with the substitution of 27 national armies by a single European military force, combined with transferring the responsibility of conflict settlement from the battlefield to a fair, enlightened and wise court. That agreement (lacking all the other functions of the EU) can be expanded eastward, ultimately being directed toward a Eurasian peace zone, while at the same time preserving the sovereignty and characteristics of its individual nations. It would be a "minimal" version, being restricted to no more than security and the elimination of war, but it would just the same be a seed-corn for further geographical expansion and additional governmental responsibilities as future generations see fit. Within the next 30 or 50 years, a true, global political union might grow from it. These, of course, are the unrefined thoughts of a layman, which cannot possibly challenge the research of a learned expert such as Andrew Hurrell.

International Relations yada yada, so far. All dressed up and nowhere to go.

To begin with, I posted this review after reading only chapter 2 (The anarchical society revisited). As I also read chapter 3 I can only reaffirm my judgement. Chapter 3 is just as bad as chapter 2, and that will have to do, as no human force will make me read another word of this book. (I read those two only because they were requested by a professor -an evident imbecile-.as mandatory reading for grown up Argentine diplomats. It is a marvel that diplomats don't come out any worse after mistreatments such as this...)
Mr. Hurrel writes. And writes. And writes. Goes from one view -pluralism/realism- to the opposite -liberal progressivism/solidarism- and back, quoting left and right from different authors. (He is obviously aware that lifting from one author is plagiarism but copy-pasting from many is research.) And there he goes. His own contribution to the debate is dubious, and in the end I did not grasp what was the center point, the message of the chapter.
To make things worse and to show an unacceptable and appalling degree of amateurism, in the "Conclusions" of the chapter Hurrel speaks of the Westphalia Peace, a subject that wasn't even mentioned once within the chapter. In general, the few paragraphs that make the "Conclusions" have nothing to do with what he had written before.
Finally, his generous use of the international relations lingo, instead of plain English (why using a clear short word if a complicated long one would do?) does not help to make the book any interesting. I miss --and he should miss-- Bertrand Russell's plain style and ability to convey a message in unmistakable and accessible terms. The chapters were utterly boring.
To summarize, I think the worst flaw of the book is the sense that the author is rambling and rambling without a clear goal. It seems evident he had no useful ideas to contribute to the subject, but he HAD to publish a book because it looks good in his resume.
